In July 2024, NCHR formally recommended to the Ministry of Human Rights that the federal government raise the minimum legal age of marriage to eighteen years for both males and females. The recommendation emerged from the Commission’s review of nikahnama practices, which revealed that marriages are often performed without CNIC verification, creating a critical gap that enables child marriages to go undetected and unregulated.
