NCHR provided technical assistance to the Government of Khyber Pakhtunkhwa in developing this comprehensive policy framework to safeguard the rights and welfare of transgender and intersex persons. Building on the Transgender Persons (Protection of Rights) Act 2018 and landmark Supreme Court judgments, the policy outlines actionable measures across 28 areas, including security, family protection, education, health (including HIV/AIDS and mental health), employment (with a 0.5% public sector quota), legal documentation, shelter for abandoned children, disaster management, public transportation, political participation, and access to justice.
